Sanctions should be effective, proportionate and likely to discourage reoffending. The Economic Offences Act lists the sanctions that may be imposed on those responsible for environmental offences, including the most severe of these (see list headed ‘The enforcement of infringements: penalties under criminal and administrative law').

The Inspectorate for Housing, Spatial Planning and the Environment, the Labour Inspectorate and the Food and Consumer Product Safety Authority are empowered to take the following enforcement action in response to infringements of the REACH and CLP Regulations:
